The Local Plan

Background:

California is divided into multiple Special Education Local Plan Areas (SELPAs).  Some SELPAs are made up of multiple school districts.  OUSD is so large that it is a stand-alone SELPA.  So the Director of Programs for Exceptional Children (Special Education) in OUSD is also the SELPA Director.  California's Education Code requires every SELPA to create a "Local Plan", which contains a wealth of information about special education policies, programs and procedures including but not limited to procedural safeguards, budget, interagency agreements, review procedures and a mechanism for community input on creation and amendment of the Plan.  The law says that the Local Plan, Budget Plan and Annual Service Plan "shall be written in language that is understandable to the general public."

 

What would I need the Local Plan for?

The Local Plan can give you an idea about what types of services are offered in OUSD and also describes those services.  While the location of services may change from year to year (a lot depends on where the services are needed) the Local Plan also has a description of what services are currently offered and what school.  There is also information in the Local Plan about the CAC, your legal rights, and other useful information about special education in the district.

 

Where can I find the Local Plan?

Our SELPA is in the process of amending the Local Plan, which had not been comprehensively reviewed in a while.  You may view the most current version of the Local Plan and the proposed draft at 2850 West Street, Oakland, CA  94608.  There is no web access to the current Local Plan at this time but we were given a draft of the revised Local Plan to share with you here.

 

How can I find out more about the Local Plan in general?

What does the CAC have to do with it?

The CAC is required to help with the creation, amendment and implementation of the Local Plan.  We advice the SELPA on the Plan.  We are also charged with helping you, our community, to understand the Plan and to help with implementation as much as possible.  We often review sections of the Local Plan at our meetings.

3-13-11:  The CAC was not given the opportunity to revise/review the following two portions of the Local Plan in advance of submission for approval by the Superintendent and School Board:  The 2010-11 Budget and Sites of Services in OUSDCASEMIS - Description of Services Provided.  You may download the pdfs of both documents from this site.  Note the CASEMIS codes at school sites are described in the CASEMIS report --you'll want both. The Board will reviewed and approved in March 2011.
